S.W.A.T. and Army Balance

I need everyones opinions on these city combat aids. I have some questions regarding them;
S.W.A.T. and Army
Are there too many of them?
Are they too strong?
Is your wanted level suitable for how many respawn to a robber?

On the plus side, they are good for wiping out a bribed cop army. Note: Bribed cops will have a limit so there wont be any more armies.

Tell me what you think.

I think there is too many swat units.
They always travel in packs so if their after you, you cant attack them unless you have a 6 man team and they all help you.

So right now the unamed city of cops and robbers is experiancing budget cuts and layed off most of their special forces.
The NPC now have longer respawn times and have less active on the map
5 S.W.A.T. and 3 Army units now respawn down from 10 for both group
